The people who deliver your scheme
Capital Programmes is led by a named team, so you know who owns your scheme from bid stage through to the 12-month retention release.
Charlie Baynes
Charlie founded Medhurst Communications in 1999 and has co-owned and led the business ever since. He owns the Capital Programmes business end to end: the bid pipeline, the commercial relationship with each principal contractor, and accountability for delivery from award through to handover.
He holds Medhurst's senior vendor relationships himself, including HPE and HPE Aruba, and he will step into a scheme directly where it matters. More than a quarter of a century in, he is still the person whose name is on the work.

Craig Bellord
Craig has spent his whole career in education IT. He started as a school IT technician and went on to run a school network as IT Manager, before joining Medhurst in 2010 as a Solutions Architect and designing school and trust infrastructure for twelve years. He has led the Projects department since 2022.
On your scheme he is the programme lead. He runs delivery across the live schemes, leads the delivery teams on site, and holds the ICT sub-contract to the construction programme and the Royal Institute of British Architects (RIBA) stages. He leads Stages 3 and 4 himself, hands each scheme to a named Project Manager at the end of technical design, and closes it out through to the 12-month retention release.
One accountable team, bid to handover
Charlie, as CEO and Founder, holds the commercial and programme relationship, so you have one point of accountability for scope, price, and delivery. Craig, as Head of Projects, leads Stages 3 and 4, tracks the key dates and holds the ICT sub-contract to the construction programme. At the end of Stage 4 he hands the scheme to a named Medhurst Project Manager, who leads delivery, handover and completion on site and is the person your team deals with day to day. Craig closes the project out through to retention release. Between them you have a named, accountable team from the first bid conversation to the 12-month retention release.
